But how do they make those decisions? As the current arrangement of a Democratic president and Republican congress is so new, I explore these questions by focusing on how Democratic speakers of the House and majority leaders in the Senate chose legislative priorities in response to and independently of Republican presidents from 1969 to 1990. The findings from this empirical focus provide a framework for understanding how and why Republican leaders developed their Contract with America. I will explore the Contract in a later chapter.
